General Tom Hobbins, USAF (ret)
Retired as Commander of US Air Forces in Europe (USAFE).
Tom served as Commander of Air Component Command, Ramstein Air Base, Germany; and Director of the Joint Air Power Competency Center, Ramstein. He was Deputy Chief of Staff, Headquarters US Air Force, Washington, DC for war-fighting integration. General Hobbins commanded two tactical fighter wings, a composite air group; 12th Air Force, and air-component commands for US Strategic Command and US Southern Command. Additionally, he served as director of plans and operations for US Forces Japan, director of plans and policy for US Atlantic Command, and director of operations for USAFE. As a command pilot, he had more than 5,100 flying hours, primarily in fighter aircraft. Since retirement, Tom has been a private consultant for numerous aerospace defense firms working on Air, Space and Cyberspace IT Integration.
Brigadier General John Meincke, USAF (ret)
Retired from the US Air Force as director of command, control, communications and computer systems (J6) at the U.S. Central Command.
John is currently Chairman and CEO of Log-in Systems, a Service Disabled, Veteran Owned Small Business providing information technology and records management support to the Department of Homeland Security and NASA.
While at U.S. Central Command, John developed the Theater C4ISR Control Center (TCCC) for CENTCOM, allowing all elements of the networks supporting CENTCOM throughout the area of responsibility to be monitored and coordinated. Information from this TCCC was integrated into DISA’s worldwide Global Network Operations and Security Center, allowing network situational status impacting combat operations to be immediately visualized and assessed.
John secured the first operation fiber optic connectivity for DoD communications systems within the Middle East. He held additional senior leadership positions within the Air Force, including director of information technology systems and director of policy, information systems and technology, where he created C4 systems security policy. His joint assignments included being Vice Director of Defense Information Systems Agency (DISA) and as the Executive Officer of the Directorate of Command, Control, Communications and Computers (C4) for the Joint Chiefs of Staff.
Mr. Meincke is a Service Disabled 30-year veteran of the Air Force.
Rear Admiral George Wagner, Navy (ret)
Retired from the Navy as Commander of Space and Naval Warfare Systems Command (SPAWAR). During his command at SPAWAR, he moved the entire command from Arlington, Virginia to San Diego as part of the BRAC-95.
During his naval service, Admiral Wagner was the Commanding Officer on USS John Rodgers (DD- 983), Program Manager for Tomahawk Cruise Missiles, Assistant Chief of Naval Research, Force Warfare Systems Engineer of the Navy and the Program Executive Officer for Cruise Missiles and all DOD Unmanned Aerial Vehicles Programs. Admiral Wagner was the Navy's "Old Salt" (longest designated Surface Warrior on active duty), during his last year in the Navy. On his retirement, the Wagner Chair in Public Management was established in his honor at the U.S. Naval Postgraduate School.
After his career in the Navy, Admiral Wagner worked for Northrop Grumman’s Mission Systems Sector as Vice President for SPAWAR Programs until 2007. George served as Chairman of the San Diego NDIA and AFCEA Chapters and was a member of the Board of Trustees of the National Defense Industrial Association for six years. Anthony M. Valletta
Mr. Valletta has spent 40 years in the C3/C4ISR and IT business area. He is presently an independent consultant and sits on a number of boards assisting companies in the DoD space.
Prior to becoming an independent consultant, Tony was Senior VP and Director of the Defense Sector for SRA International, where he helped grow the company from approximately $250M to more than $1.5B in revenue. Tony was instrumental in helping with 3 company acquisitions and part of the executive team responsible for SRA’s very successful IPO.
Before SRA, Tony held positions in the Office of the Secretary of Defense. His roles included: Acting Assistant Secretary of Defense (ASD) for his last year of working in the government; Acting Principal Deputy ASD for Command, Control, Communications and Intelligence (C3I); Director of C3I; and Vice Director of Information Systems for Command, Control, Communications and Computers (C4ISR) as the senior civilian on the Army staff. Tony was the designated Acting Chief Information Officer (CIO) of the Department, responsible for ensuring the implementation of the Clinger-Cohen Act.
Tony is a 1971 graduate of the University of New Haven and Yale University ROTC. He served in the Army Signal Corps until 1977 in communications engineering assignments. He was one of the initial eight Army officers handpicked to pioneer the Army's Technical Evaluation Program, which vastly improved the Army's strategic and Defense Communications Systems sites worldwide. Tony spent time with the Army's 11th Signal Brigade at Ft. Huachuca, Arizona as Company Commander and Operations Officer.
Dr. Joseph R. Guerci
Dr. Guerci has more than 27 years of successful scientific, engineering, managerial, and technical leadership in R&D, advanced systems development, and national defense/intelligence technology in industrial, government and academic settings. Joe currently is an independent consultant, specializing in advanced technology development and senior executive consulting services. Joe also serves as a Member of the National Security Agency (NSA) Advisory Board (NSAAB) Scientific Advisory Panel (SAP) for ELINT.
Prior to becoming an independent consultant, Joe was the Director of the Special Projects Office (SES-4) at the Defense Advanced Research Projects Agency (DARPA). He has a proven track record of advanced multidisciplinary systems engineering and R&D of major new national defense systems and technologies and is an internationally recognized expert in the research and development of advanced sensor systems and signal processing.
